During the 1970s and early 1980s, the U.S. Mint endeavored to sell silver bullion as part of an effort to reduce the Defense National Stockpile, based on the determination that domestic requirements outweighed strategic considerations. This initiative met resistance from refiners who expressed concerns regarding its potential impact on local mining operations and anticipated a decline in the spot price of silver. Ultimately, the United States did liquidate significant quantities of silver—approximately 105 million troy ounces—but chose not to do so in coin form, as was originally planned. The sale prompted an immediate drop in silver prices, leading many traders to offload futures contracts in anticipation of further declines.

After several years of debate and temporary suspensions, the Senate approved an amendment on June 21, 1985, by voice vote. President Reagan subsequently signed the amended bill, known as the “Liberty Coin Act,” into law on July 9, 1985. This legislation established the American Silver Eagle program with an effective date of October 1, 1985, while stipulating that no coins could be struck or sold until September 1, 1986. The inaugural American Silver Eagle was released on November 24, 1986, and has since become one of the most popular and widely collected coins globally.

The obverse of the American Silver Eagle features the “Walking Liberty” design, originally created by Adolph A. Weinman in 1916. This classic motif, already celebrated as one of the most revered designs in modern United States coinage, quickly gained favor among collectors and enthusiasts upon its release. The reverse, designed by John Mercanti, depicts a heraldic eagle positioned behind a shield, clutching a banner in its beak, an olive branch in its right talon, and arrows in its left, echoing the imagery of the Great Seal of the United States. Thirteen five-pointed stars above the eagle represent the original Thirteen Colonies, completing the distinguished design.
